Who is responsible for terrorist activities in India?

Recent attacks near osho ashram in pune indicated that the terrorist are planning to hurt India. It is quite disappointing to see that our intelligence system is not up to the mark. Every time they are blaming each other.

Yesterday i came to know that US agencies warned India regarding terror strikes in India. Whose fault is this? Our government or our concerned authorities?

I think we should take a concrete stand on this issue. The people on the ground level are suffering the most. It is easier for insurgents to kill these innocent people and our lethargic system acts as a stimulant for them.
